I would suggest the Set in/out of service prefix for that.
It's a prefix which has to be managed in Translator - Prefix plan and it must be enabled in the user Phone COS.

Why you don't use the the "Substitution" prefix?
"Set In/Out of service" could work too but it has prerequisites.
