Do you have a duplicated Callserver? Looks like the phones running on the duplicated Callserver and there is no conntection to the OTBE System.
Better you look for some Businessparter for an onsite support...

1- overflow in waiting queue have to be used for an overflow to a voicemailbox
2- what have you configured as rule for blocking? maybe your configured way has no resources...

what sdp parameters do you mean.
have you tried „sdp in 18x == false“. it will switch early media to false and the 1st sdp will come in 200 ok with ip address of the ip phone. but provider have to support this...

then the issue is because the lack of a router address in dhcp scope. i have found an article about this in Alcatel KB - Number 000043812... so it seems as a workaround you can try to define a default router address in the dhcp-scope. https://uploads.tapatalk-cdn.com/20180531/9ee5895d51fda0bde4a0233...

are the phones seperated from the callserver (different subnet?)?

no, i do not think so. 4.52 is only for the older ones. anyhow... somebody (your Alcatel-Lucent Businesspartner) have to check the possibilities, since the firmeware in the phones are coming with the main software release in the oxe. maybe or not... i think you have to install a newer patch or an up...

so it is a dhcp issue.
i think it should be resolved in a newer firmware for the 80x8s phones.
you can also check with a wireshark capture on a mirrorport (phone).
