You have Cisco switch and Alcatel PBX/IP phone (and ask about PBX/phone management) or,
you have Alcatel switch (and you question about data equipment, not telephone system)?

Not sure that 4038 can works as SIP.
But in any case - tftp server managed? Phone receive tftp server address via DHCP?

For cold reset - not sure.
For LoLa - you need OXO SW and licenses.

Not use hardware files (hardware.mao, ***.hw) from PBX (OPS saved from PBX), use initial hardware files from OPS (or extract from zip).
