Not better, but no big difference from 8038 aside from looks.
You will have to evaluate if the costs for upgrade worth it for new sets or just buy used ones.

4038 old? Well...maybe in design but are not old...they are quite good in features and hardware specs. What do you get in a 8038 that you don't already in a 4038? Again, when you do a call from a sip set, it is the sip set who build the invite command. So if the set doesn't provide specific info, you have to ask the sip set manufacturer.
