In the Admin menu--->QoS menu of the 310 did you checked WMM instead of SVP?
WMM enabled on the wireless controller? (does the controller support this? What kind of controller?)

If this is an OXO make sure you use the IP address of the co-cpu for the tftp server address.

If you have no SVP then you need the WMM license on the Alcatel WLAN. If not Alcatel WLAN then you need the SVP.

On the MIPT phone you need to configure the TFTP server of the OXO in both places. There are two. OR if you have a DHCP server in the network you need to add the additional information where the TFTP server is in the network.

MIPT -> Network Config -> IP Addresses -> Static IP-> TFTP Server IP AND Alcatel TFTP Info

Check if the IP address of the OXO or OXE TFTP server is configured. And in the Alcatel TFTP Info section check to make sure the TFTP port is 69. There were some issues that the TFTP port was incorrect with some versions of software.

Hope this helps.
