can i config another prefix when the user dail the first prefix then if the user dail a mobile number the pabx root the user to another prefix and i want to do that because the cost

Read system doc - ARS feature (automatic route selection).
Main idea - user dial ARS prefix+number.
Depends of dialled number - PBX use different route (and can transform dialled number and CLI).

but when i have did number and the user make all outgoing call from the did ,,,, i want the user use the did but when he dail mobile the pbx transfer the call to another E1

Again - read about ARS.
ARS can - user dial ARS + number. You can manage:
- if number - usual number - use one E1
- if number - mobile number - use another E1
