Outside Call Restriction

Hello,

In hotel Environment, I would like to restrict all room from directly accessing external lines so that all room external calls (outgoing or incoming) must pass by the reception desk than transfered.

So far when I restrict room access to external lines it also becomes impossible to tranfer external calls to from them. Can anyone help ?
