Problems dialing internal extensions

Hello,

We have Alcatel-Lucent OmniPCX Office software with 8029 premium desk phones. I have set up an Auto-Attendant with three options:
1: Remain on hold to speak to a telephone operator
2: Dial the extension of a staff member
3: Leave a voicemail

When clients ring in, they are reporting Option 2 doesn't work. We tried it just now and got the message 'the person you are calling is busy' although no one was using the phone.

Does anyone know what would cause this?

Any comments/assistance is much appreciated.
