PIN for international calls

Hello, I'm kind of new with Alcatel PBX's.. I need to give a user a PIN so he can make international calls (a 6 digits PIN). Whenever I try to enter a PIN into the PIN no field it gaves an error that says "At PIN max"... the type of control is set by COS. Also, Is there a way to see if these phone had already a PIN configured? I ask this because I have another user who is able to make international calls and he knows his PIN so I was trying to look where that is configured, you know to see what his PIN was... but couldnt find it either I tried under translator | PIN | Consult but no luck... Thanks so much in advance for the assistance
