Is a TFTP server required when using VLAN?

If I have a phone that is set up with a VLAN does it have to download a config file from a TFTP server? Or are they independent of each other?

The tftp server is the OXE itself so you need your VLAN to have connectivity with it. Kinda common sense as it will later to communicate for voice.

Thanks for the reply. I've been given this problem of connecting an Alcatel IP phone over an IPsec tunnel to a remote office. I have no formal knowledge of Alcatel, the phone server, the phone system or any type of configuration of any of these so my apologies if my questions are basic.
