I managed to use the Telnet command from Windows CMD and to enter the phone. but I have searched the whole forum but I have no more information than that. I will need the binary for the 4028 and the manipulation to load it from telnet.
No, the firmware can't be loaded via telnet.
You need to enable a syslog server and send all data from that phone to your syslog server.
I think the command was netlog, please test.
Another option is as said via Wireshark, capture the traffic from that set and see what it is trying to do.
I think you are already in sip mode but need to configure it correctly.
Without logs no real clue about it

If you go back into the soft infos menu, do you see a SIPc version? If you don't then your phone might not support SIP. Since you got a TFTP error it's the flashing that fails, if it was the sipconfig file you would get a HTTP error.
I managed to download these files on the phone via telnet and the command "dwl go sip" all this telechagre but when I restart nothing changes when I start the phone and I go in the settings nothing has changed
Have you done all of this, in addition to the option 66 and 67 stuff?
If you don't know Hex here is a few tips: you don't actualy write the "0x", the ip adress will be in 2*4 blocks hence the two symbols per part of the ip adress. So "172" would be "AC" and "10" would be "0A", check out the wikipedia page in english it has a nice chart.
