Alcatel Unleashed

I preform the following command to unlock the card after I add it but the card will not load the software and come up.
"unlock /moGW/moBoard#11" (Also when I run this command I don't receive any output saying that it has been unlocked like what the manual says should show)

when I look at the config of the card it says unknown for the software. It does not appear that this is a field that I can modify (I have tried already says it doesn't have a write access)

I have changed the config for the card to unlock the card on boot but adding the following line.

modify /moGW/moBoard#11 UserRequestAdminState(rw,instant,none)=Unlocked(2)

however after a reboot the following shows for the card.

and it still says unknown for the software version. Am I missing a step here to get the card to load the software?
