Emergency call when all trunk busy

I have 10 externals line use CO line for my OXE. I have question for alcatel's member:
When all external lines are busy, how i can make a call when emergency problem happen.
I mean what can i config this issue.
Please help me

Explain more detail what you want:
- some phone have priority (release busy line for call)
- or, some dialling have priority (911 from ANY set have priority)
