I have same problem. I installation Ver 9.1.605 16c in south korea.
All IP touch phone 120EA 4038EE but some IP touch phone is bad status.
and then I guess the first PC & IP touch duplex .
PC network duplex static change 100MB full and IP touch auto -> 100MB full.
after next day, I check the problem phone. so some IP touch is Normal. bad status is changed normal.
but last two IP Touch phones are same status.
I connect the Telnet in Phone.
reset command excute.
but it's not efficent.
How do I change the Normal IP touch 4038EE?
Is anybody hint give to me? or problem solution.

After several Weeks of observating this Case thru Alcatel, after dozzend of Traces etc...
The Final Answer from Alcatel:
We have not found anny Softwarebugs.
It is an Hardwarefault, please send the Phones to Alcatel for Repair or change....

Thanks for the update. I was playing around with the 4038 that was having problems, I did a phone test on it through the menu tab and the Bad status went away ????

there is a known problem with some sets that only have 8Meg of flash and cannot store the SIP code for the dual stack mode of the newer releases. If you used "lanpbxbuild -auto" this adds a SIP binary load line to the lanpbx.cfg that needs to be removed for the 4038 to load corretly.
At any rate, you can force a load of an iptouch via telnet
1. enable telnet in item 15 of ippstat on the desired set
2. telnet to the set's IP@
3. use the command "dwl go"
