Virtual shelf for IP phones management in ACTIS

Currently customer has OXE R7.1, we are going to upgrade to R9.1.
IP phones are assigned automatically to virtual shelf 19.
ACTIS ( OXE ) creates separate virtual shelf for IP phones during upgrade, next after last declared in OPS files.
But we have 3 not declared in ACTIS CH shelves, no way to declare them before migration, ACTIS 14.5 require upgrade OXE version before.
This new virtual shelf will coincide with already created real shelf.
Is it possible to push new virtual shelf to some let say +4 after last shelf in OPS?
I prefer not delete and recreate real shelf, users, trunks during migration.

I think you can add in Actis new 3 shelves (like periferal area), you will have message about new version, but at first create 3 shelves and after change release.

VAD, I would not asking at all here but ACTIS strictly doesn't allow to add even 1 shelf.
