Simultaneous Ringing

I have a requirement where OXE need to have a tie trunk with Skype for Business to enable parallel ringing feature... idea is to ring Skype client once a call land on Alcatel phone and vice versa....

With Nortel it is possible through a feature called PCA and with Avaya it is done through Off-PBX extension... (both comes at almost zero cost)

With OXE, what options do we have? is it mandatory to go with Remote Extension license or is there any other option?

Yes REX is the best way. Can be configured as tandem for the main extension.
You could try use UA ghost Z extension forwarded to Skype. UA ghost should be configured as multi line and set supervision for the main set, with off hook seizure enabled.
