Usually this happen - when we delete access but users use this TG. We cannot see access, but when we try to delete board or use access in another TG - PBX not allow this.
After PBX restart - access can be used/ board deleted. I use another solution - after some times - I delete access again (only via mgr) - delete the same access from the TG.
My opinion - when we delete access first time - access deleted from HDD database but not deleted from RAM database (access used). We cannot delete access from 4760 (access not present on HDD) but mgr allow to say - delete access X-XX-X from TG XXX
