Main Standby GD reboot

Hi Guys

Have a question if thats alright.

I have a customer that has a CS in their head office , a standbye CPU just down the road ( same subnet ) and 5 shelves.

If both CS'S go down at the same time and then come back up again the GD in shelf 1( shelf 1 is in the head office ) keeps rebooting all the time.

All the other GD boards on other shelves are ok.

If the CS'S come back up at different times the GD is ok.

I have checked the management on the GD and thats ok.

The preferred main is set to the IP address of the head office CS

Shelf 1 is set to the be the reference MG.

Any ideas why this 1 GD only is affected ? we ahce changed the GD board

are the gd's in the same subnet like the cs?
which callserver has the higher ip-address?
in case of failure, which call server is in main role?
