synchronization on virtual board

hello everybody
I have an OXE with appliance server. shelve 3 with IOIP-3 sync with NPRAE board and 3 shelves connected to this shelve with INTOF2 board and there is no problem here.
i have another 2 shelves that connected to appliance server with INTIPB and there is no synchronization boards in these shelves, according to document i must config virtual board for synchronization in these shelves.
but when i config board and assign it to a TG and set synchronization for it , in "infocs" command i see "NOT SYNC"
can anyone help me for this issue ?
