MoH and Call forward on no answer (OXE)

Hello guys.
I has readed expert documentation and still can't understand how i can make the following things:
1 How i can put new music file on system and then associate it to MoH for all calls
2 How i can make a forward no answer for some DN, for example:
- when call goes to DN1 and after 2 rings it forwards to DN2
- when call goes to DN3 and after 3 ring it forwards to DN4 and if it rings 2 rings then it forwards to external number
