restrict phone calls to international directions at night time after 8 pm till 8 am

Hello Everybody!

I am trying to restrict phone calls to international directions at night time after 8 pm till 8 am for some range of users.

I do the following:

In the Entity 0 (all our users are in that entity)
Entity Outgoing State Hours (testing today on Friday, so choose Friday):

Changeover 1
Hour : 8
Minute : 0
Status + Day
Changeover 2
Hour : 20
Minute : 0
Status + Night
Changeover 3
Hour : 24
Minute : 0
Status + Attendant Group
Changeover 4
Hour : 24
Minute : 0
Status + Attendant Group


For that range of users who are going to be restricted at night I took Public Access COS 9

Public Network COS : 9
Area Identifier : 3 (for internat calls)
Public Access Rights
Night : 0
Day : 1
Mode 1 : 1
Mode 2 : 1

So I am trying to call and system says feature rejected.

Maybe something additional need to modified for Night mode restrictions?

Public Access COS 9 IS FOR Outgoing call throgh pstn>>>>Area Identifier : 3 (for internat calls) are you using descrimination for internal local call !
