Changing routing numbers in Entities

I am modifying the numbering plan , and trying to update the routing numbers in the entities.
System not allowing changing the values or removing them.
Always getting the error Invalid Attrib Value.

The values I am using is a user number.

May be you want to declare wrong user number (f.e. you cannot manage multiline set like overflow routing number).
Or you have some problem with database - check with "checkdb" command.
