The issue solved by service provider, they changed some parameter,

I have similar problem.

I connect an own Cisco device or Ericsson device with an OXE 8.0.1. The master is the Cisco side, the incoming calls works fine.
t3, tracer, mtrace logs are shows nothing.
I try to direkt trunk seizure.

In first I select the trunk, I get a tone, I can enter number, and a few seconds get the congestion message.
After this, when I select, I get immediately.

When I have an established incoming call, I also can not do an outgoung call

In ISDN port I can not set the sync, because is in the second cabinet.

Incoming t3 trace - for access 2-10-0.
When you trying outgoing call - was used the same access (2-10-0)?

Sometimes exist problem with outgoing calls - if no established calls - level 1 from remote site deactivated. In this case - or make incoming call (for SAME access) or manage permanent level 1 on remote (Cisco) site.
