Call waiting for external calls

Hi all,

I´m searching for the option on OXE where I can configure "call waiting" for external calls. Now call waiting only runs for internal calls. When a external calls wants to knock on the message comes "the number is temporary not available" and the call will be forward to the voicemail.
Anybody can help?
