rlogin not working since upgrading to release 9

we have upgraded number of nodes from rel 4.2 to rel 9 and when we try the rlogin to the new sites which we have upgraded is no longer working but we can still rlogin to other 4.2 sites which haven't been upgraded yet.

In OXE (from R5.1LX) rlogin not works - use telnet.

a lot of accounts are disabled, not only rlogin, also mtch, client,...
