have u touch to them? those values are system ones and they 're loaded at starting time according to system country parameters ,qome of them are expert part and it's not recommanded to manipule them

system doc you must read system doc to know how it works you will not see frequencies but only comninaison of numbers
fe for me ring back tone is tone 27 and is comabined of two basic tones 21 and 0 duration of tone 21 is 100 and tone 0 is 400
