Common vs Manual Hold

I am running an OXE 4400 R10.1 software. I seem to have found that if a 4039 set is set to *4(manual hold) then you can put the person on hold but can not just push the hold button to retrieve the call. The *4 options works on 4035 and earlier sets but not the 4039. If you then set the 4039 to D35, Common Hold, it operates correctly.

Is there a setting that needs to be managed for 4039 sets or something in the OXE that needs to be managed to allow the 4039 sets to use manual hold?

...the 4068 iP phones also do the same as the 4039's. I can pick the call back up by pressing the line key that shows on hold but not by pressing the hold F1 button.
