Thanks all.
The problem was fixed by added a router IP address into the Trusted host list of OXE system.
When the IP phone startup, ir search external router 137.189.108.254. The router response the ARP and then the role CPU address was found.
In phase 6, the physical CPU is necessary to communicated with the IP Phone. The router did not know the IP Address of Physical IP Address. It sent ARP in order to find the CPU IP but the router IP address was changed to 137.189.108.253 that did not exist in the trusted host list.
