Incoming on public SIP moved

Hi,
We have oxe Rel 10 dedicated for GCE, recently added a sip trunk with toll free number "30 channels" with no DDI users and no outgoing calls.
All the incoming calls supposed to land on the pilot " RSI" number but instead they are redirected and giving me 301 moved permanently.
I've set DDI transcoding in the trunk group, and translated the incoming number in the DDI translator to the RSI number, but no way it is always giving busy and in the traces 301 moved permanently.
Please note that this system has a private sip trunk to an adjacent oxe where it can send and receive calls from it and also it can call public numbers using the adjacent's sip public trunk.
it seems as the system is not reaching the translator and therefore the number is unkown.

1748240143 is your RSI, correct? Does TServer even acknowledge the call?

1748240143 is the uri of incoming sip call, it is translated to the internal RSI number which is 5490, but the problem is before reaching the CC, 5490 does not appear in any trace which means redirection is happening before DDI translator.
Even to isolate the problem, I tried to translate to extension number not part of the call center, but it still the same response.

Hi,
Can you try changing "Via Header_ Inbound Calls Routing" to true (path system/other system parameters/SIP Parameters)
After changing restart the sipmotor.
if still not work, show the configuration
