MS DHCP server 2008 issue

Hi guys, I am new to here,

I configured the vendor class correctly with my DHCP over MS Server 2008.
The 4028 phone able to lease IP from the server, but I have to key in the VLAN ID 400 into the phone MANUALLY in order to make the phone boot up normally.

I seek over the web this whole afternoon, even I specific the DHCP option 43 with binary 3A020190FF , got no luck. The phone just stopped in 2/5 Network while booting up. I believe there is something missing to tell the phone to use the VLAN ID 400

Is there any expert able to give me a hand ?

Is the set configured in "Dynamic Alcatel" (the top option in the ip menu)?
