Business and Standard Licenses

Hi Guys
Im a bit confused and I think my partner has done this to me. We ordered a BiCS with 600 Business IP licenses and 0 Standard IP licenses. Partner says that they cannot create 4018 and 4059IP (4018) extensions because we havent ordered any Standard IP licenses.
Can this be?
