SIP Trunk Busy

We have this new issue where the SIP trunk is not releasing the channels.
I have checked with the provider of the SIP trunk and they report data is flowing and there are no drops outs or congestion.
I check Alcatel logs and it thinks that the channels are in use when in reality they are not. We have 30 channels and once those 30 channels are tied up no calls can come in or out of our office until we reboot the phone system.
