why NO_ACTIVE_CALL?

call cstaConsultationCall2, return CSTACONFIRMATION: CSTA_UNIVERSAL_FAILURE_CONF - NO_ACTIVE_CALL.

I have two applications, one no problem, other applications sometimes have a problem.
Analog phone incoming call, then transfer no problem, but 4019 model phone, incoming call, get this error.
PS: TSAPI Premium Server 6.3.1.
