ECS problem with licenses ?

hi all
in my office i have an OXO R7.1 and a new ECS, Version 4100...

i get this error every time i try to activate "Status of Voice / Data Convergence Service" on my ECS Server
"The OmniPCX Office does not have enough CTI licenses to exchange information with the Appliance."

What license i have to buy for the OXO in order to get my ECS work properly ?
Nomadic users ? other ?
Actually ecs have licenses fo 8 user :

if you reset the system, your problem solve. (reset by fedora screen)
