Trouble with acapi and ots

hi

after a crash of ICS caused by root partition filling 100% i have trouble to get working the ics again.

First i delete the log files (its only a work around i know)

then i reboot the Server all services runnig only the acapi service stopped again.
i restore a backup without success,
reinstall the acapi service without success
then i found the file /opt/Alcatel-lucent/Acapi/etc/server.conf was empty i refill this file from a other ics and the acapi service running again.
so all service are running but the ots get no connection to the callserver
over webadmin i update the Callserver but no sucess

tsa_maintenance say:

cnx not ok!
14h43:42.727 error in PutThreadInTbThread: table is full! Pinger
14h43:42.727 error in PutThreadInTbThread: table is full! Receiver

Somebody a idea whats the reason an how i solve this?
Seaching the forum i found somebody with the same issue but the no Solution reported

Reinstall and reconfigure via webadmin

Hi cav i try this but its not working so install from scratch and restore backup after that it works again
