What is the maximum number of user can participate in video conferencing call?

If TW is licensed for max 20 user, does that mean 20 user can participate in one video conference call.

No, that means that you can give permission to 20 users to the video option only.
For a conference of 20 persons you need an external MCU, and TW only supports for now Radvision ones.
Ignorance is not the problem, the problem is the one who doesn't want to learn
