Flashing INT-IP2B

hello guys, anyone Knows the exact procedure for flashing INT-IP2 board configured as INT-IP2B.
I not understand the correct position of dipswitch SW100 on board.
For voice problem the customer ask me to change all board, but after the change the new board remains always in a state of Waiting Link.
The system is in release j260329 i have two appliance server with two ACT the board in question is configured in position 1-6 and in position 1-20 have another INT-IP2B that work fine.
