internal call oxo ACD

hi All,
when an agents makes internal call this call appears as an outgoing call in statistics and in real time in the supervisor screen appears as busy outgoing , that is ok , but we found that some agent just dials one digit number ( does not make a call for example if internal users for all system has a 3 digit numbering plane the Agent just dials a first digit and thats it.) and keeps his set appears as in busy outgoing calls for any period he wants.
Is there any timer to disconnect or release the call if he does not complete the dialing number as it exist in OXE.
