ABC Licenses with Engine OXE

Hello,

I have an OXE with 1000 engine licenses and 644 licenses declared for users.

Actis quotes me 1000 ABC motor licenses. In the case of selecting the calculation mode based on declared users, it eliminates 1356 licenses.

If I using this system, what is the problem with user licenses?

Are the non-wired licenses removed? Or simply buy an ABC license for each new license obtained?
