outside call problem

May I know what is the problem when I try to call my mobile to test if the Alcatel Lucent OXO is working but another person is answering.
I tried all my contacts in my mobile but still it is not exactly them that i am calling. Is there a problem in CPU Card because i already change APA Card but still the same problem. Thanks
