Anyone knows what this message means ?

X.X.X.X is IP address of vlan interface configured on this switch. Problem is that CPU is close to 100 % and only message in log is this one appearing every minute.
Model is OS6800-U24 and arp table has around 800 records mac address table around 1600 records

The following message might be seen when learning the source MAC-addresses of a routed packet, or a packet to the Switch.
"Exceeded Maximum Source Learning Attempts using ARPs for ...."
For a routed packet, or a packet to the Switch, the switch cannot directly learn the MAC-address.
The switch has to send an ARP request to the source IP of that packet, if directly connected, or to the gate- way to reach the Source if not directly connected, and wait for an ARP reply in order to learn the MAC- address.
If the ARP reply is not received within 10 seconds, the message will be displayed.
The IP address in the message indicates which host the Switch is sending an ARP Request for.
Workaround: There is no known workaround at this time.

weird thing is that IP address in message is actually IP address of the vlan interfaces on the switch which has this problem. I was thinking about adding static ARP because there are only 3 IP addresses repeating over and over but all these IPs belong to this switch so it does not need arp record for them.
