OS6860 power problem

We are configuring a virtual chassis with 3 switches. Enabling POE, but only available on chassis 3. Entered command "show powersupply" result, showed all power supplies, but no watt budget available for chassis 1 & 2, also showing power supply as unplugged. Any ideas how to make the watt budget available as these are all new out of the box.
