transferred voice guide if no answer

hi ladies and gents :)
menu on set works fine if the call comes in via auto attendant. but if a transferred call by attendant set or any user the menu on set does not work. any way that we can set menu on or OR any voice guide if the person does not answer , something like a unavailable guide ?
