Set Not Registered

Hi am a newbie and were trying to implement the ip softphone on our mobiles. but as soon as I add the device to the OXE and try and log in with the phone i get a Set Not Registered. When i get back to the OXE and check the profile i can see all the information for the device but the message wont go away. what am i doing wrong?

IP Softphone emulation set to yes? (user-->TCP IP User settings)
