8770 New VM extension "Out of Service" when dialing.

I created a new voicemail extension on the 8770 GUI (windows). Its just voicemail and not a phone extenion. I copied made sure an existing one and the one I created are the same. if you call the new VM extension I get an "OUT OF SERVICE" under the users name on the screen of the phone. However if I access voicemail and then type in the new extension, the voicemail is there. What did I forget to do?
