If i want to use stacking feature, Must I buy license addition ??? or I can use this feature by not purchasing license

Stacking at 6900 is virtual Chassis (VC). And you need the advanced routing license for it.

Dear Sir,

I have a question about VC too.

From my scenario, I have HQ and Branch Office.

They are too far away, so I can only use L2 VPNs, for example VPLS or L2TP.

Can my OS6900 run VC across L2 VPNs ?

No, this doesn't work. The VFL = virtual fabric link between two stack members must be fibre 10G or 40G.
