Yes makes sense
It is explained in the manual (Hardware userguide).
In short:
It does not matter who is primary. (apart from console - you can only use console on primary)
Set slot numbers so in case of power loss everyone get back the same number. Also lowest number becomes master.
Secondary will allways become new primary and a new secondary is elected.
There is no way of letting go of primary role unless a powerdown.
With slotnumbers configured Slot1 should become new secondary in the first election after it returns.
Management of switches should be tcp 80/443 (http/https) or 22 (ssh)
