VoiceMail going to sent file

I have a customer. Example of issue
Person A calls Person B
Call goes to voice person B voicemail
Person B does not get voice mail

Person A check Email and sees in sent mail the message and has to hit resend inorder for person B to get message

Checked config all looks good has anyone seen this
