OTBE is not coming up

OTBE is not coming up

During the booting up of OTBE server, the service confserv fails to start up, due to which most of the services do not come up.
Any one having any idea about this.

Version? Are the licences ok?

The version is 1.3.000.61

we had done post-installation restore , as we had change in the IP addressing scheme. After that only we are facing this problem.
we verified the licences thru spadmin in oxe , it is ok. panic flag is 0 and panic flex is also 0 .

the product id in .ice file and spadmin are same , so I doubt if there is a licencing issue, it maybe .
