I run tcpdump -s 1500 -w sip.cap on OXE and attached is the result file.

Do a killall sipmotor and test again.

Finally, SIP extension is online and solved by:
1- delete sip trunk.
2- /usr3/mao and cfgUpdate then modify parameter 5 :trunks to be 250
3- shutdown -r now
4- create SIP trunk, and make sure port 5060 is in listen mode using netstat -an | grep LISTEN and SIP trkstat is free
